PPP Project Objectives: Construction and operation of a cascade of hydroelectric power stations to ensure long-term and sustainable development of the centralized power supply and water supply system of the Turkestan region
PPP Project Goals:
- Meeting the needs of the population in providing access to central water supply and electricity sources;
- Development of energy infrastructure, increasing energy and environmental security of the region’s energy supply;
- Application of know-how and optimal equipment from a technical, economic and environmental point of view.

As a result of the construction of a group water pipeline, 6 districts of the Turkestan region will be provided with drinking water in a volume of 110 million m3 per year. Also, to reduce the electricity shortage in the southern zone of the country, a cascade of 2 hydroelectric power stations on the river. Ugam and 3 hydroelectric power stations on the water pipeline with an installed capacity of 72 MW will generate 190,9 GWh of environmentally “clean” electricity for consumers.
Planned time frame for implementation of the PPP Project: 25 years, including
Investment stage – 2023–2027
Post-investment stage – 2028–2047
Deadline for consideration of proposals and comments: 45 calendar days from date of publication
Procedure for submitting proposals and comments: a potential private partner submits an application to initiate direct negotiations in accordance with Chapter 4 of Order No. 725 of the Acting Minister of National Economy of the Republic of Kazakhstan dated November 25, 2015.
