On October 31, 2015, the Law of the Republic of Kazakhstan “On Public-Private Partnership” was adopted, laying the foundation for the development of a modern national PPP system.
This document established the institutional principles, legal and organizational mechanisms for cooperation between the state and business, aimed at developing infrastructure, improving the quality of public services, and stimulating investment.
Key achievements over 10 years:
- A comprehensive legal and regulatory framework for PPP has been developed, covering a wide range of sectors — from transport and social infrastructure to housing, utilities, and digitalization;
- Hundreds of PPP projects have been implemented or are under implementation across the country, including facilities in healthcare, education, energy, and environmental protection;
- PPP competence centers have been established at the central and regional levels, enabling the systematic development of partnership practices in the regions;
- The level of professional and expert training in PPP has been strengthened — universities and research institutes now offer specialized programs and courses;
- Kazakhstan has gained international recognition — the national PPP system has been highlighted in several global rankings and studies (including the World Bank, APMG, and EBRD) as one of the most advanced in the Central Asian region.
Over the past decade, PPP in Kazakhstan has become an effective tool for sustainable development and infrastructure modernization. The partnership between the state and business has proven its importance not only as an investment mechanism but also as a means of achieving strategic goals to improve citizens’ quality of life. 10 years of the PPP Law — a decade of joint progress by the state, business, and society. Ahead lies a new stage of development, driven by innovation, digital solutions, and international cooperation.
