Information on current situation of PPP projects in Kazakhstan

  1. Summary on PPP projects and concession projects (hereinafter referred to as projects)

As of January 1, 2025 1 108 PPP agreements and concessions have been concluded (hereinafter referred to as Contracts) with total cost of
2 740 053 billion tenge (including 697 projects being implemented, amounting to
2 393.4 billion tenge, 411 completed amounting to 346.7 billion tenge (contracts have expired)
:

  • 14 – republican projects worth more than 1 435.1 billion tenge;
  • 1 094 – local projects worth more than 1 305 billion tenge.

149 PPP contracts worth 862.1 billion tenge were terminated, including
3 republican projects.

in 2005 – 2 projects (67.3 billion tenge), in 2007 – 1 project (4.1 billion tenge), in 2015 –
2 projects (1.5 billion tenge), in 2016 – 11 projects (11.5 billion tenge), in 2017 – 146 projects (193.9 billion tenge), in 2018 – 266 projects (849 billion tenge), in 2019 – 240 projects
(128.8 billion tenge), in 2020 – 123 projects (199.4 billion tenge), in 2021 – 170 projects

II. Information on ongoing projects

        682 projects worth about 1 601.7 billion tenge at the stage of operation, of which:

  • 12 projects of republican significance worth about 964.3 billion tenge;
  • 670 projects of local significance valued at 637.4 billion tenge.

15 projects valued at 791.6 billion tenge at the investment stage, of which:

  • 2 projects of republican significance valued at 470.8 billion tenge;
  • 13 projects of local significance valued at 320.8 billion tenge.

More than 88% of the concluded Contracts are accounted for by 3 sectors: education, healthcare and social services, energy and housing and communal services.

However, in value terms, for about 35% are accounted for transport and infrastructure.
